What is an appropriate interest rate for bitcoin? 5%, 0, or -5%? Suppose general product growth is 5% a year.

I feel a little bit confused. If bitcoin is deflationary, should the interest rate be negative? if the interest rate is 0 or negative, why would the institution or bitcoin owner lend money (bitcoin) to a borrower, given there is no return but only risks? what is your opinion?
