Silicon Valley Bank is 'not too big to fail'. So why the Fed on the their day off Sunday panicked and come to the rescue?

The Fed was acting tough for the past year saying it will bring Inflation back down to 2% saying all these hawkish things causing risk on assets to crash and the DXY dollar index to go up. They need a strong dollar to win against Putin in the Ukraine proxy war, wars are expensive so weak dollar wont help plus if they want to weaponize the dollar against Putin the dollar needs to be strong not weak, all of a sudden they risk all that just to bail out SVB?

Doesn't make sense.
